These things are the worst! You have every right to be angry and frustrated. Each time my abscess has been drained they have immediately stopped the antibiotics because they had "removed the infection" I do think that some folks are sent home still on them though.
I have a couple questions for you: Do you have Crohns? Who did your surgeries...were they general surgeons? Have you seen a colorectal surgeon? Did they check you for a fistula?
Reoccuring abscesses makes me think you have a fistula and perhaps you need a seton.
A couple things that may help - do the sitz baths or even just a hot bath - if that is not convienant for you - sit on a heating pad (not crazy hot though, cause you can burn yourself) if you are getting drainage and it is irratating your skin, get a tube of Calmoseptine - it is cooling and a wonderful skin protectant.
